The United State's Top Heroes
In the U.S., Professional Heroes are officially ranked by taking several factors into account, such as the level of strength they have displayed, the number of cases they have solved, their general popularity, and their overall contribution to society. The Hero Public Safety Commission reviews the activity of all the Heroes in the country over the past year and uses a formula to organize and review all the aforementioned factors. The results are presented as the new Hero rankings.

Patriot Liberation Front (PLF)
The Patriot Liberation Front, of the PLF, functions as a movement to free powered individuals from the oppressive laws that restrict the free use of Quirks. They firmly believe that as these powers are a part of them that they should not be forced to regulate their abilities so severely. A good portion of the faction has a sour taste at heroes that hold full supremacy over a region, feeling that they themselves are a symbol of this oppression. Those that raise to the upper echelon of Pro-Heroes become marked by the cloaked daggers of the PLF. The forces of the PLF have grown over time to reaching a few hundred thousand, though most of which are non-combatants. Instead aiming to support the cause with supplementary actions like espionage, recruitment, and sabotage. While the more offensive units fall under direct command of Conductor and her Lieutenants. The Patriot Liberation Front also has close ties to their Eastern counterpart by means of information and some scattered assets. Though functionally and leadership wise they are completely independent. What is done with this group is not necessarily reflective of the actions of their counterpart and vice versa. Instead they just share the same foundation.

Virtue Killers
The VK functions as a discreet shadow organization made up of young teens and adults that follow the ideals of Stain. They work to hunt down and kill any hero that has sought after heroism for the sake of fame, money, status, or other similar factors. Only finding it deserving of "true heroes" who express the genuine and proper interest in being a hero. A popular target is that of vigilantes, individuals that work outside of that pure intent in often greedy ways, evident from them dividing themselves from law and order. This group was founded by and currently lead by the villain Loki (Ignis Wisteria). Despite his young age he truly embodies the intentions behind Stain and has worked to deliver that justice upon false heroes and make up for the mistakes that Stain had made. Where the message of the Virtue Killers is clear and present. The whereabouts of their operations, member quantity, assets, and methods are kept in the shadows. He has taken measures to insure that no one can act against the VK from within the ranks with the aid of a certain quirk.

The organization does have ties to the overseas Paranormal Liberation Front, as well as the local spin-off group the Patriot Liberation Front. Not many lesser groups dare to get in the way of this group due to them being willing to not only kill false heroes but also those that prevent them from doing so. The public identity of the members is unknown at the present. And any potential witnesses have been dealt with.

Hyakki Yagyo (Yakuza)

The Hyakki Yagyo, an infamous Yakuza syndicate, made its way from Japan to Neo Kyoto, driven by a desire to revive the true essence and influence of the Yakuza that had faded in their home country. The origins of this organization can be traced back to the remnants of the disbanded Shie Hassaikai, a powerful criminal group, and influential figures within corporate companies across Japan. With their arrival in Neo Kyoto, they not only established themselves as a formidable street-level force but also seized control over key industries within their new home.

The Hyakki Yagyo's strategy involves offering cooperation and support to influential figures who align with their interests. Those who align with the syndicate are granted their protection and blessings, enjoying the benefits of their connections and resources. On the other hand, those who oppose or condemn the Hyakki Yagyo find themselves relentlessly pressured, trapped in a corner from which escape seems impossible. In this city, it is a choice of conformity or annihilation.

Their dominance over Neo Kyoto is unquestionable, as they exercise complete control over the city, infused with Japanese-inspired elements. However, their ambitions extend beyond their current domain, leading to clashes with the formidable Sagarminaga Cartel as they seek to expand their influence further. As rumors circulate, it is whispered that the Hyakki Yagyo possesses access to the infamous Quirk Destroying Drug, a substance capable of suppressing or eliminating Quirks, as well as Quirk Boosters, enhancing individual abilities to unprecedented levels.

Sagarminaga Cartel

In the era of Quirks, traditional gangs and criminal organizations struggled to maintain their relevance and power as society shifted. However, one organization managed to not only survive but thrive amidst the changes—the Sagarminaga Cartel. Unlike others who clung to outdated methods, they swiftly adapted to the new climate, recognizing the potential of Quirk-powered individuals. They became a dominant force that exclusively dealt with and catered to those with extraordinary abilities.

The Sagarminaga Cartel established a stronghold in California, swiftly eliminating any competition that dared to challenge their authority. Their primary market revolves around a unique class of drugs that interact specifically with Quirk users, providing them with an unrivaled euphoric experience.
